For example, deep within my subdependencies was URI (which I never use directly), and if AUTHOR_TESTING is set to true then URI will fail tests because it does not have Test::DistManifest installed. This just wasted a good chunk of time for no reason. Causing new errors to appear should not be an unexpected byproduct of using this (otherwise awesome!) helper software. :-)

I agree - please unset this env var by default.

Ideally it should be unset when dependencies are installed, but set when your own tests are run.
