Curent github actions are running on Intel Arch - need to change to Arm

Arm is now available as a public runner

But macos 14 image does not have colima so will need to figure out the docker piece

After researching, it seems like current state we won't be able run automated builds of the M1 version on github runners:

• M1 arch does not support nested virtualization, this is why the colima solution doesn't work
• docker on m1 basically works by spinning up a linux vm and doing docker in there, since runners are already a VM we have a nested virt situation
• self hosting a runner may be an option but runs in to the security concerns mentioned here: https://docs.github.com/en/actions/hosting-your-own-runners/managing-self-hosted-runners/about-self-hosted-runners#self-hosted-runner-security

So for the meantime, will likely need to keep building locally and hosting somewhere else
