CompatHelper: bump compat for Meshes to 0.38, (keep existing compat) #41

This pull request changes the compat entry for the Meshes package from 0.32,0.33,0.34,0.35,0.36, 0.37 to 0.32,0.33,0.34,0.35,0.36, 0.37, 0.38.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.
