Generate a local config and set up the HTTP API

The documentation mentions downloading mainnet.json into the private directory, which seems to be the global config.json.

How do I generate or obtain my local JSON file then? Since the TON network communicates using the ADNL protocol instead of traditional IP and port setups, this configuration is a bit unfamiliar to me. Could you please help me out?

Could the local JSON file be the config.json file that's automatically generated in the ton/db directory?
