Fix test failures

Adding #10 and such was more time than I was intending to commit to the initiative. At this point, I have it all working as intended by tests are failing due to some date changes (ie. recognizing the specific TZ & refuse pickup offset [what time of day you think it should be]).

These tests need to eventually be fixed.
