I don't know if you are aware of the work on the MEP22 https://github.com/matplotlib/matplotlib/wiki/Mep22 with it's current implementation matplotlib/matplotlib#3652

This MEP redefines the way toolbars (buttons) interact with the tools.
Check the example https://github.com/fariza/matplotlib/blob/navigation-by-events/examples/user_interfaces/navigation.py

Hopefully when this MEP is accepted, it will be a lot easier to create custom interfaces.

Thank you for alerting me to these changes. I hope to work on the tutorial again pretty soon, and I will update the chapters about the navigation-toolbar then.
