What does this text mean?

Ensure OP is authoritative for respective credential issuer (OP (OIDC issuer URL) <-> Issuer ID (DID))

Does it mean for an RP to be able to check that the OP endpoint it is requesting issuance from is authorized by the Issuer if they are separate companies? If so, I would imagine it it out of scope of a technical specification and will be bound by a legal contract between the Issuer and the OP?

I'm not sure, but I think it makes sense to have a strong secure binding between the OpenID Connect OP and the DIDs.
