First header static element

Hi, how can i create static element (spinner filter) at first(top) header that another header don't change it (just a title). problem at image : http://image.prntscr.com/image/616e7f9c34a643b39f37eb33228c99d2.png

Always top header has filter and i can click on it ( not on all line but just on it)
