Per tianocore/edk2#6017, a large portion of edk2 CI resources are consumed by the three "platform" packages present there - ArmVirtPkg, EmulatorPkg, and OvmfPkg.

This task tracks defining exactly what each platform needs to do at different phases of CI - PR time, Post-Merge time, Nightly/Daily, etc. so that can be factored into a larger CI plan.

Currently being discussed in tianocore/edk2#6364.
