Poor UX around failing to resolve subincludes

We can fail to resolve subincludes for a multitude of reasons e.g. the user is editing the BUILD files and Please can't make sense of it at the time.

We pop open a bubble when this happens, which isn't ideal. I think the solution is quite simple: don't pop up a bubble, and just report the error using the inspection. If the user explicitly resolves them through the auto-fix, this should pop open the error in a run window.
