Work ACTIVE status - implementation of warning message #672

Is your feature request related to a problem? Please describe.
During discussion of adding new Thoth Plus publishers to the International Archive (IA) automated workflow with Ross, we considered the importance of setting the Work to ACTIVE and the implications for upload to IA if the metadata record is not complete.

Describe the solution you'd like
A clear 'warning message' of sorts, for users of Thoth setting a Work to ACTIVE. To highlight that setting a Work to ACTIVE will trigger automated dissemination via Thoth (for opted in publishers). I have been advised that as web hooks are developed, i.e. fuller automation, it'll become more essential to add the warning.

Describe alternatives you've considered
At the moment I action two alternatives:

  1. detail on the importance of the ACTIVE setting to disseminate Works is included in the Thoth Plus welcome pack and explicitly outlined for IA: https://docs.google.com/document/d/13Kp80W53L4OJidR2dLKAU23krxx8Xr6J4Euhq3Sofs0/edit#heading=h.o6mgjfm0ash
    (note: this welcome pack is in GDoc format while I gather info on distribution platform requirements but will be moved to the Thoth Wiki)

  2. I clarify with the publisher via email that they understand the action of setting the Work status to ACTIVE
