Card-tools needs to be listed atop the resources? #45

After a rebuild of my Lovelace interface and carefully adding needed resources 1 by 1, I got the error 'cannot find card-tools' using the custom:secondaryinfo-entity-row card.

reinstated the card, listed alphabetically in my list of resources, but the error remained. Made sure I had the latest version (check) had the syntax correct (check) and as a module (check, had it working just fine as a js before..)

Still the error remained. I then listed the card-tools atop the resources file (not sure if that makes a difference at all) but it apparently does. The card needing card-tools now shows correctly..

is this a bug or an undocumented requirement? I think I read the full repo and all issues, but couldn't find a reference to this.
