this page feels kinda the wrong way round

• Body: I'm just using the guidebook to send material into a policy bod at a govt. The landing page didn't work for my purpose/this particular audience as the "getting started" pages seemed too technically focussed. I know this policy person isn't technical and doesn't need to be. The page marked as a case study on impact hit more of the right note. Should some of that content be higher up in the /policy/ persona's journey?
