A lot of the devkitpro programs probably have a similar structure of files, and there is really not much GBA-specific in the Emacs files. Nintendo DS, GameCube etc. are similar in setup if I'm not mistaken.
The main difference is the emulator with its possible inputs. Might be a lot to make it flexible enough for everything, but might be a good idea to see if some similar platforms could be supported in the same package.
