Created the Dockerfile (https://github.com/theiagen/mycosnp-wdl/blob/main/Dockerfile) to match a similar template to StaPH-B/docker-builds

@kapsakcj I'll let you make the call on this one. Total size on quay.io is 1.6GB (https://quay.io/repository/theiagen/mycosnp?tab=tags). Given how is installed on this docker container, might be best to keep it here?
