Document section heading links/creating { ids }

Idea being proposed

Per this issue in Inventories and Surveys: thegetty/inventories-and-surveys#12, we need to document the ability to create ids with curly brackets (used in Inventories and Surveys for section headers.)

Also, review PR #712 and see if the same issues applies to the rules around the formatting of the ids.

@geealbers what's the formal terminology for { these-types-of-ids }? What else can they be applied to beyond section headers?
