Missing openssl_random_pseudo_bytes

Look like openssl_random_pseudo_bytes is not implemented as Safe\-variant. Could we add this one, please?

This function is appearing in the master branch; currently released as v3.0.0-alpha1 -- if you're able to test and confirm that that works, it would be very helpful :)
