Is turbo enabled by default?

I don't see
import "@hotwired/turbo-rails"
anywhere in the JavaScript.

Do I need to set up the hotwire myself? Can we enable it by default?

I can create a PR to add the turbo to importmap JS.

I think many tome left since you have written the comment.
The Kit was about to start with a simple, the most simple configuration and provide things into PRs.

The idea was in adding new features in separated branches to be able to "cherry-pick" them on demand.
