Refactor to improve script organization and Dockerfile efficiency:

Consolidate scripts into bin/
Update Dockerfile and Dockerfile.base for faster and smaller builds
Update proxy/bin scripts for specifying versions and better error handling
Use less build layers in Dockerfile
