[Feature Request]: Chipped Glass Panes drop block.

Is your feature request related to a problem?

The Chipped Glass Panes as of version 3.0.6 when broken with a silk touch pickaxe do not drop the panes.
Broken with fist it does not drop panes, this is confusing because other chipped blocks that should not drop their block when broken is not the case, IE: Glowstone Block and Glass Block
