[Bug]: Certain blocks have incorrect/no rotation type, texture lighting oddities #327

Bug Description
Railed, Rusted, Hazard, and Reinforced Concrete have cardinal rotation when axis would be more appropriate.
Creeper Concrete has no rotation at all when cardinal would be more appropriate.
Warning Concrete can have its lighting
[Material] Block Pillar have no rotation when axis seems more appropriate... And also they have no direction at all, with the top being a separate block, which... I can't tell if that's a bug or a feature.
How to Reproduce?
Place any of the listed blocks.
Expected Behavior
STATES:
Hazard, Railed, Reinforced and Rusted Concrete would have axis-type rotation (like pillars) instead of cardinal (like furnaces)
Creeper would have cardinal rotation like Warning.
[Material] Block Pillars would have a version that has axis rotation and uses both textures.
TEXTURES:
Hazard, Railed, Reinforced and Rusted Concrete would flip their textures along the diagonal (top-left, bottom-right) whenever the texture would be rotated, so lighting direction would consistently be top-left.
West Creeper and Warning would flip their top textures along the same diagonal rather than rotate. South and east Creeper and Warning would require alternate textures to have correct lighting (and ideally west warning to keep stripes consistent) but I assume you have better things to do with your time.
