Use snapshot CRN to create volumes for VSIs

Description

IBM has recently added a feature to create volume from a snapshot CRN. The idea is to have ability to create volume from cross account snapshot. This is added to terraform provider. A new argument reference source_snapshot_crn is added to volume resource create operation.

VSI module is missing this new argument. Need this argument to have ability to create a VSI for which the source of the volumes comes from cross-account snapshots.
