[Feature] make biometrics optional for wallet creation

currently, if we try to create an account in the template using android emulator without biometrics set up, an error occurs:

lets make the biometrics to be optional and fallback to other means of authentication if biometrics are unavailable (i.e: passcode) and if no other authentication method is available, lets display more descriptive error messsage that states:

"we cannot use system authentication to secure your funds! make sure your phone is secured with at least a passcode before you can create an account"
