enter the function drinkingWaterLayer but the overpass api request is never sent out

目前看到的是如果網址是有 hash (#) 的，drinkingWaterLayer就沒有正確載入
ex. https://watermap.teia.tw/#map=11/25.114201938326083/121.74911499023439
