令版本发布时默认将对应 tag 推上来 #642

减轻发版负担，并做到更好的版本记录；甚至在发布的版本被 unpublish 时，其他合作者也能知道先前可能发过的版本。

另外，PR 的自动检查里，考虑添加是否对版本（package.jons 里的 version）做了更新，拒绝版本号更新与代码更新合在一起的 commit。
