[feature request] [backlog] "ask for reseed" button #17

This is currently for backlog as it has private messaging system as requirement.

Preconditions:

Torrent has 0 seeds
User is downloading this torrent

Main scenario:

User enters descrtiption page for this torrent.
System shows him "ask for reseed" button.
User clicks on the button.
System sends PM to all users who had downloaded this torrent in the past with message "your help is needed on seeding %torrentname%, please return to seeding" (or something like this)

Additional flows:

Some minimal ratio (1+) for this user may be added as precondition.
Exact number of required ratio may be setting in instance config file.
Users may have setting in their profile settings to opt out of recieving "ask for reseed" PMs. Some minimal ratio (1+) may also be required to see this button.
