[5pt] Contents and place for the Testing Matrix page

Write some text about how we test Tarantool on various versions of OS'es, when releases become available in each OS through package repositories, etc. Leave a place to insert the autogenerated table from #1738.

Don't include CentOS 6 because of #1768
