And come up with a coherent MQ proposal.

In particular, features fall into three buckets:

User would prefer you do a particular thing (don't use colors for differentiation, use darker colors, use bolder fonts)
UA has adjusted you based on user preferences (inversion, etc)
UA has adjusted you, but you can turn it off for sub-elements (some effects that are done by style adjustment, rather than pixel adjustment, like the MS stuff)

1 should be separated from 2/3 by a naming system, like "prefers-foo" versus "bar".
