How can we deliver polyfills for the styles package for components that only use HTML/CSS but some of the latest features that need polyfilling, e.g. [popover]?

For popover, it's easier to provide a layer of abstraction with additional features around positioning and indicator arrow display, therefore creating a web component for it makes most sense at the moment. Also, the styles for the popover polyfill are delivered via JS.
