All three seem interesting and worth exploring. You might start with DS 1 or 2.

Data set 1

This sounds quite interesting. What types of questions do you think you could answer?

Data set 2

This could be good but I worry about the plan to use OCR. Is another approach possible? There are packages like pdftools that might be useful.

Data set 3

There is probably a lot to explore here.
