Nothing in this set of instructions indicates which IP Pool the service should use. The Pool kubernetes-vip-ip-pool name doesn't appear anywhere in the repo at https://github.com/suse-edge/endpoint-copier-operator. What's actually happening is that the IP Pool is created with a high priority on services in the default namespace. That would be useful to understand (especially if there are any other pools which have a priority set), but is missing from the docs. :)
It might actually be more reliable if the address pool definition specified the actual service using a service selector. That might be a bit more self-documenting as well, seeing the managed service name in the pool allocation yaml.
