      - name: Start Redis for tests
        uses: supercharge/[email protected]

      - name: install redis-cli
        run: apt-get install -y redis-tools

      - name: test redis connection
        run: redis-cli -h localhost -p 6379 ping

This is what I get for that:

Run redis-cli -h localhost -p 6379 ping
Could not connect to Redis at localhost:6379: Connection refused

I first started with version 1.7.0 too.
