State: Peer is not ready after restart/sleep - suggesting automatic reload of peers

I think it would be great to automatically reload all peers after restart/sleep, because if we imagine a situation when some user has lots of peers on one computer and then happens restart due to electricity issues - a user will have to reload all of his peers manually which is not a pleasure to do.

As @Shahrizada suggested, maybe we should consider adding an option in settings to either "Auto Reload after restart/sleep", or "Ask me everytime after restart/sleep", "Never auto reload after restart/sleep".
