Shipyard needs to be updated to Fedora 38 on all supported branches

The 0.14 branch is based on Fedora 36, the 0.15 branch on 37. Both releases have reached EOL, and ship obsolete versions of the Go compiler; to ensure the images we ship benefit from appropriate security fixes, we need to upgrade to Fedora 38.
