Currently this generates its matrices anew for each 15 minute interval, but it seems as though it should be possible to use R5/r to do this much more efficiently using their own functionality. See ipeaGIT/r5r#247 and ipeaGIT/r5r#252 .

Discussion of arrive_by percentiles is of particular interest:
ipeaGIT/r5r#291
since the arrive_by matrices is the main reason for continuing to generate matrices-over-time manually.
