The GeoCDL should support feature collections with the option to generate a separate set of output files for each feature. As we discussed on May 24, 2024, this could include a by_feature parameter or something similar to enable/disable this behavior.

Related to issue #120. If a user uploads a multipolygon, assume they want one raster covering the entire area of the multipolygon. If the user wants to download separate outputs per region, then they can upload their geometry as a feature collection object and set the by_feature parameter to true.
