[BUG] Steam Deck 500mhz GPU maxes GPU #292

Describe the bug
On 1.6.5 if the Steam Deck OLED GPU is set to 500mhz the GPU maxes out at 99% and creates performance issues. Issue is agnostic to TDP limit which has no impact when the GPU remains set to 500mhz.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Performance in Steam Deck overlay
  2. Turn on Manual Clock
  3. Set GPU to 500mhz
  4. Performance will max about 42-43 fps, GPU will show 99% usage

Expected behavior
Shouldn't occur, when GPU is set to any other variable performance is as expected. In this case setting to 400 or 600mhz shows no problem with it able to achieve 60fps and the GPU not maxed.

Desktop (please complete the following information):

  • OS: SteamOS Holo
  • 3.15.17
  • Device Steam Deck OLED
  • Chiaki4deck Version 1.6.5

Additional context
Easy workaround, set GPU to another variable.
