Admin Approvals Email variables getting mixed up between admin/user details.

Describe the bug
The Pending Approval email for admins is pulling in only member data and not admin data when using default variables such as !!user_email!!

PS - This doesn't require the Email Templates Admin Editor installed. Just Paid Memberships Pro and the Approvals Add On.

To Reproduce
Steps to reproduce the behavior:

1. Adjust the admin pending email to include non member variables such as !!user_email!!
2. Create a test account for a level that requires approval.
3. View content for !!user_email!!, this should be admin's email but is actually the member's email which is incorrect.

Expected behavior
The !!user_email!! and other default variables should pull in admin detail and not member's details.

Isolating the problem (mark completed items with an [x]):

• I have deactivated other plugins and confirmed this bug occurs when only Paid Memberships Pro plugin is active.
• This bug happens with a default WordPress theme active, or Memberlite.
• I can reproduce this bug consistently using the steps above.
