[one-context-override] option ti disable network contextualization #2

Use case: The end users do the network (re)configuration. The Contextualization should be triggered if there is something messed up.

Proposed change: add a contextualization variable OVERRIRE_NETWORK_SKIP when 'YES' do not do the network configuration
