Is your feature request related to a problem?

From a user:
"As much as I liked the dashboard, I didn't like how it appeared every time I opened up VS Code.
In my opinion, just opening it by default on the first launch and then keeping it open in an alternate tab in VS would be great."

tldr; either always opening or never opening marquee when VS Code opens, is not ideal.

Maybe we could also just be smart about it and only auto-launch once a day? Open to ideas here.

That's a bit extreme. Using a sensible interval (e.g. auto-launch once every 12 or 24h) sounds like a prudent approach.
