[stdlib] Token icon as NFT #4

Define a new NFT type to keep the Token's icon, so that it can be used in the wallet, swap, and other scenarios. The icon is saved to the chain in SVG format.
This NFT can only be created and updated by the Token issuer.
This NFT cannot be transferred and is stored under the 0x1 address as a data format standard.
