Submitting new tile

Hi,
Many tiles are missing in France with this source https://stamen-tiles-{s}.a.ssl.fastly.net/terrain/{z}/{x}/{y}{r}
when zooming above 15.
If I produce them, what is the process to submit these tiles so that, they become available through this source ?
