[BUG] EqFunction and Function scope

What happen:
New Function written in the XML as ref to ConductingEquipmentType is shown as EqFunction

Expected behavior:
New requirements should be as follows :

• EqFunction as ref of all equipments and written as such in the XML
• Function as ref of Bay and written as such in the XML

This conflicts with the XSD code component definitions of the standard.
Follow here resolution of divergence between XSD and standard written specifications.

Possible Resolution:
Change business rules and adapt logic.
