Consider migrating to MetaAnnotationUtils in Spring Security Test

Due to an issue raised by a user against Core Spring (see SPR-13889), it has become apparent that certain annotation search algorithms in spring-security-test could potentially be simplified by migrating to MetaAnnotationUtils in the spring-test module.
