Staging Repo Create does nothing and the action exits with success when the staging profile name is misconfigured

I accidentally configured the staging profile with an ID rather than a name. This resulted in Staging Repo Create completing without doing anything and the action then exited with success. If possible, a misconfigured staging profile should result in an error message and a failure.
