Customizer can create a No Logic Seed even when All Logic Settings Disabled

Description of problem:
The above permalink was generated with all of the settings on the Logic tab turned off, but it still generated a No Logic seed. We suspect this is because prior to switching to Customizer I had No Logic selected for "Glitches Required" on the Randomizer page.
