Broker schema and swagger endpoints return errors #78

Both are looking for the openapi yaml file.

The schema endpoint returns: FileNotFoundError: [Errno 2] No such file or directory: '../../sppy/frontend/static/schema/open_api.broker.yaml'

The swaggerui endpoint returns: Fetch error NOT FOUND /static/schema/open_api.broker.yaml
