WorkBench picklist only displays unique COGtype names, ignoring duplicates

Describe the bug
Having multiple COGtypes with the same name is not reflected in the WorkBench's COGtypes picklist because the WorkBench's picklist only shows unique values.
Should COGtype names be unique?

To Reproduce

1. Go to https://cuic22024-production.test.specifysystems.org/specify/query/10/ then click Query
2. See that there are multiple types with the same name "new"
3. Go to https://cuic22024-production.test.specifysystems.org/specify/workbench/137/
4. Click on the Collection Object Group Type field
5. See that the picklist only has two options

Expected behavior
@specify/ux-testing @specify/dev-testing Should COGtype names be unique? Or should all duplicate names be an option in the picklist?
