[CI] Unhook Pace testing post Control Flow Regions merge

As part of PR #1676 the ci test running sub-section of the Pace ESM model was deactivated in order to not slow down the development of new features.

Before we investigate what to solve to allow the test to be turned back on, NASA's team need to address GEOS-ESM/NDSL#53.
