We have maintainer pings for PRs, but not issues. Issues are harder because we can't simply query the issue for files changed, we have to parse the issue title or message. We should standardize an issue title header, at least for "build issues", so that the bot can parse it.

Oh this is a cool idea - if we had a simple api that could present a list of packages (so the server doesn't need to clone spack and derive them every time) we could do a simple search for matching names.

If you stare at the word "packages" long enough it looks really weird.
